Change traffic lights to treat intersection as a giant four-way

Goal: Currently the traffic light order is bizarre. Traffic largely moves in four directions but it feels like there's three or four different light cycles.

E.g. when people think lights will switch to 'east-west' traffic, the lights instead do something like 'only one lane of westbound traffic can move' for a few minutes.

This is extremely confusing for pedestrians who are expecting a specific pattern to traffic light cycles. Many times I've almost run them over in my car because they suddenly start walking not realizing the traffic light cycles aren't what they think they are.
