This request will be completed outside of the Participatory Budgeting Process. Unfortunately, funds available for participatory budgeting can only be used for capital projects such as one-time installations and construction of immovable infrastructures. The proposed project request will require operational funds that cannot be obtained from community benefit charges under Section 37 of the Provincial Planning Act.
A study will need to be conducted by the Heritage Planning Division of the City of Toronto through its operational budget. The nomination, study and planning of HCDs is guided by the City Council-adopted document Heritage Conservation Districts in Toronto: Procedures, Policies and Terms of Reference (opens in new window). HCDs are designated under Part V of the Ontario Heritage Act (opens in new window) and protected through municipal by-laws.

Provide funding to conduct a Corktown Heritage Conservation District Study (HCD).
It’s been reported that the Potato Famine Built Corktown as a consequence of thousands of Irish immigrants settling in the area. Its architecture assets include a handful of workers’ cottages and a substantial number of Victorian and Georgian terraced rowhouses. Also a few of its main street corridors occupy former industrial factories many of which have been repurposed.
From Shuter Street to Eastern Ave and Berkeley Street to the Don River, a visit to Corktown clearly shows the areas history is connected to its past.
As new development sets unprecedented targets Corktown’s built heritage is worthy of surviving amongst the new landscape with the added designation of a Heritage Conservation District. #corktownhistory

Heritage Conservation District (HCD)- Summarized: HCD’s essentially act as umbrella protection over the unique architectural character and cultural heritage of a district. Individual properties are not ‘heritage designated’ however, renovations and construction permits are managed through by-law in order to preserve the historical context and unique streetscape of properties within the Heritage Conservation District plan.
