Toronto should follow what Mexico City is doing with their 'via verde' project.

They're turning their highway pillars into gardens.
Not only would this beautify Toronto, but it's environmental impact is important.
- Absorbs carbon and gives us clean oxygen in return
- Use recycled water or rainwater to water the plants
- To create them - they use prisoners as part of their rehab!
