Program to retrofit older apartment buildings in St. Jamestown to accommodate Bicycle Parking

The City has passed their new zoning bylaws for any new condo or buildings to require bicycle parking but it fall short for rental buildings already in place. I live in St. Jamestown one of the densest neighbourhoods and there is a non-existent support for secure bicycle parking in the older apartment builds such as 240, 200, 260 Wellesley St. East, 700/730 Ontario Street. I find myself having to bring my bicycle up to my apartment and sacrifice my space because there are no safe and convenient parking options around me. The building i live in doesn't have any bicycle parking infrastructure, they won't even allocate a space in the parking garage for it.
Can there be something done about this. Whether it's an incentive program to help these older apartment buildings retrofit to add Bicycle parking. Especially for larger E-Bikes and cargo bikes that doesn't require us to bring it in our apartments.
