Protected bike lanes

Protected bike lanes along Carlton Street. This would allow Carlton/College St to be a safe way to pass between the protected bike lanes on Sherbourne and the ones on University.
Protected lanes should have a cement barrier so cars cannot pull into the bike lane and block it. Only streetcars are on Carlton so the lanes would not affect the streetcars (as it would buses).
