Raised Intersections and Crosswalks in Regent Park

1. Proposal

Install raised crosswalks and raised intersections across the entire internal street network, following City of Toronto design guidelines. It shows that people have the right of way in these neighborhoods. It improves accessibility for people in mobility devices, with strollers and carts.

This creates a consistent low-speed (≈30 km/h) neighbourhood and improves pedestrian safety and accessibility. Reduces pooling of snow, slush and water at the intersection for people not in cars

2. Area Definition

The project applies to Regent Park, bounded by:

North: Gerrard Street East

East: River Street

South: Shuter Street

West: Parliament Street

Boundary streets are excluded

All internal neighbourhood streets are included

3. Scope

Included are all local and residential streets within the boundary (e.g., Sackville, Sumach, Oak, Cole, Regent, Defries).

4. Rationale (Based on City Guideline)

Raised crossings:

Reduce vehicle speeds

Increase driver yielding

Improve pedestrian visibility

Support barrier-free access


The City guideline supports neighbourhood-wide application as an effective traffic calming strategy.

5. Recommendation

Approve a neighbourhood-wide rollout on all eligible streets in Regent Park, excluding major corridors, and implement through phased construction aligned with planned roadwork.

Is there any research that suggests this makes an intersection safer for pedestrians? I support this idea in theory, but I am not sure it is effective.

Looked up what the ruels are now in Toronto and found this: "Where there is no crosswalk, it is legal for pedestrians to cross, so long as one yields to on-coming traffic. Toronto Municipal Code 950 Section 950-300B states: "No person shall, except where traffic control signals are in operations, or where traffic is being controlled by a police officer, or at a pedestrian crossover, proceed so as not to yield the right-of-way to vehicles and streetcars on the roadway; however, nothing in this section shall relieve the driver of a vehicle or streetcar from obligation of taking all due care to avoid a collision.

@John McVicker I believe it's related to jaywalking specifically. This proposal is for existing intersections and crosswalks in the neighborhood. I hope you find the solution in this proposal to be a good one!
