Revitalised Streetscape for the east side of Market Street

Create a revitalized streetscape on the east side of Market Street, including the covered entrance areas to the Market, in the area from Front Street to The Esplanade (Area currently closed to traffic for the summer). This area sees very heavy pedestrian traffic all year round, seating is at a premium, and the street has relatively few landscaped or green elements.

This proposal is focused specifically on the east side of the street. While the west side of Market Street could also improve in terms of year round greening, the sidewalk paving is in much better condition and the patios add some focus, character and vibrancy.

The bollards on the east side of Market Street outside of the Market are mostly all damaged to varying degrees. The size and structure of the bollards look to be intended to indicate where the sidewalk begins versus providing any meaningful protection to pedestrians. The sidewalk on the east side and paving under the overhang (where the picnic tables currently are located) is lifting or damaged in many places, which can cause a trip hazard and inhibits the free movement of mobility devices. Given this is a tourist destination, it looks very worn and does not present the neighbourhood in a good light. There is also no real enticement for residents and tourists to remain on the street beyond food consumption.

I suggest (in conjunction with the re-development of Market Lane and the potential permanent conversion of Market Street to a pedestrian zone) that the east side of Market Street receive a rejuvenated streetscape including:

-  Sidewalks on the east side of Market Street are repaired or renewed. Replace pure concrete infill sections with stone blocks to create consistent paving throughout.

-  A permanent small stage be built under the current overhang where it is protected from the elements year-round or as an extension from the overhang with a more permanent roof/cover that is in keeping with the design of the Market building.

-  Permanent seating around the perimeter of the stage which can be used as seating all year round, potentially built in stone.

-  The permanent stage should incorporate electrical outlets versus the current wires running across the sidewalk.

-  New permanent benches to line the east side of Market Street which would incorporate planters to allow colour in summer and green all year round.

-  Installation of further heritage lighting on market street in keeping with Front street and Berzy park.

- Add hanging planters to the heritage lighting, per Berzy park, to better integrate Market Street with the other heritage areas of old town.

All of the above suggestions have avoided encroaching into the street in case Market Street is not moved permanently to a pedestrian zone.

While this project would enhance one of our cities landmarks and attractions, it would also provide another much needed gathering spot for the community as well as an enhanced local performance venue.

In the case where the cities costing analysis exceeds available funding, I recommend splitting this project into two phases. P1 - renew sidewalk, bollards and install benches with planters lining the east side of Market Street. P2 - Install permanent stage with integrated seating and further heritage lighting.
