BudgetTO 2025

The City’s budget is about working together to build a safe, caring and affordable city where everyone belongs. Your feedback is an important part of the process.

From November 1 to 30, you are invited to share your ideas about the City’s 2025 Budget and Toronto’s Future at virtual and in-person consultations.

This year, there are four phases to the budget process, including:

  1. Pre-Budget Consultations (November 2024)
  2. Budget Launch (January 2025)
  3. Committee Review & Public Deputations (January 2025)
  4. Approval Phase (February 2025)

The timelines of each phase can be found below.

Residents are encouraged to sign up for public deputations on January 21, 2024, and January 22, 2025, to speak to the Budget Committee. However, we recognize this is not always accessible or plausible for residents, so we have included a space for comments on our platform. You can leave your comments below.

Mayor Veto Period

February 12, 2025 - February 22, 2025

The Mayor has up to 10 days to veto any amendments passed by City Council due to the Strong Mayor powers. If they do not exercise that veto, the budget is deemed to be adopted.

If the Mayor does exercise their veto, City Council has up to 15 days to override the Mayor’s veto with a two-thirds vote, at which point, the budget is deemed to be adopted.
