Cabbagetown Cycling Connections
The following proposed plan options for infrastructural actions are expected to improve overall neighborhood road safety. By prioritizing pedestrian walking experience, reducing local traffic infiltration, and expanding local cycling networks, we are anticipating massive improvements for future commute experiences.
Expanded Cycling networks:
The proposed connections would expand the local cycling network, connecting to Wellesley Street Bike lanes, Winchester Park, Riverdale Park West Trail, River Street, the future Wellesley Park Switchback and Gerrard Street bi-directional.

This project is part of the City of Toronto’s commitment to the Vision Zero Road Safety Plan, the TransformTO Action Plan and other Council-approved polices and plans. There are existing neighbourhood concerns around road safety, climate impact, and mobility. This project aims to address these local concerns by making changes that align with City policies.
In coordination with the Cabbagetown Cycling Connections, Gerrard Street East, between Parliament Street and Sumach Street, is recommended to have a bi-directional cycle track installed on the south side in the existing curb lane. This work would be timed with the installation of the Gerrard East Complete Street project between Sherbourne Street and Parliament Street in 2024-2025.



Phases
Design Development & Council Reporting
Following review of the public consultation feedback and further technical analysis, the project team has prepared final designs for approval. City staff will present final recommendations to the Infrastructure & Environment Committee at their meeting on June 5, 2023. A copy of the staff report is available under agenda item IE4.3.
Highlights of the proposed designs are provided below.
Sumach Street
The Option 1A design is recommended:
- A southbound contra-flow bike lane on the west side, along with a bicycle signal at Gerrard Street East;
- No changes to direction flow for vehicles; and
- No changes to parking.

Sackville Street
Option 2A design is recommended:
- A northbound contra-flow bike lane on the east side, along with a bicycle signal at Gerrard Street East;
- No changes to direction flow for vehicles; and
- No changes to parking.

Winchester Street and Ontario Street
On Winchester Street between Parliament Street and Ontario Street, a modified version of the Option 3A design is recommended
- Westbound contra-flow bike lane north side (Parliament Street to Ontario Street);
- Shared lane markings/sharrows (Parliament St to Riverdale Park);
- Westbound bike signal at Parliament Street;
- People on bikes allowed to travel both directions;
- No changes to direction flow for vehicles;
- A stop sign and new crossing at Ontario Street and Winchester Street;
- Parking moved from south side on Winchester Street between Ontario Street and Rose Avenue (6:00pm to 10:00am) to north side between 6:00pm and 7:30am to reduce conflicts with school pick-up and drop-off. No parking reduction; and
- School pick-up and drop-off: No loading reduction on Winchester Street and addition of 4 spaces on Rose Avenue, west side
On Ontario Street between Winchester Street and Carlton Street, Proposal 3C design is recommended
- Northbound contra-flow bike lane on the east side (Carlton Street to Aberdeen Avenue);
- No changes to direction flow for vehicles;
- Parking changes permanently to west side (Aberdeen Avenue to Carlton Street); and
- No parking reduction.

If approved, these three bikeways would be installed in 2023-2024.
