Charles Street Redesign and Reconstruction
The Charles Street Redesign and Reconstruction project is a streetscape improvement coming to Charles Street between Yonge Street and Church Street, right in the heart of Toronto Centre.
This project was initiated by the former Ward 13 Councillor and was set in motion as part of the approval process for two nearby development sites — 42 Charles Street East and 39 Hayden Street. As a condition of those approvals, the developers are required to fund improvements to the streets surrounding their buildings. That means the neighbourhood gets upgraded public streets as a direct result of new development coming to the area.
The goal is simple: better, more beautiful, and more functional streets for everyone who lives, works, and moves through this part of Toronto Centre.
Funding
This project is funded through Section 37, a tool that allows the City to secure community benefits from developers of two sites. Here is how the funding breaks down for this project:
- Architectural design work — The developers are providing $250,000 in design services for the streetscape improvements on Charles Street and Hayden Street, from Yonge Street to Church Street. This covers the professional work needed to plan and design what the improved streets will look like.
- Construction funding — Before any above-grade construction begins on either site, the developers must submit a certified cheque for $3,550,000. This money is earmarked specifically for carrying out the streetscape improvements on both Charles Street and Hayden Street, following the approved architectural design.
In total, the community is receiving over $3.8 million in value — secured from private development — to improve public streets in Toronto Centre. Not a single dollar of this comes from the City's general budget.
Timeline
The timeline for this project is tied directly to construction activity at the two development sites — 42 Charles Street East and 39 Hayden Street. Work on the streetscape will be scheduled around and alongside construction on those sites.
