Multi-Tenant Houses (MTH) Year One Feedback Survey

On March 31, 2024, a new regulatory framework for multi-tenant (rooming) houses came into effect in Toronto with the goal of expanding access to safe, secure, and affordable housing across all neighbourhoods.

As directed by Council, the City of Toronto is coordinating an Implementation Update Report to report back on the experiences from the first year of licensing and compliance. Multi-tenant house owners, operators, tenants, and other Toronto residents can share their experiences with the new framework implementation via an online survey 

. This is an opportunity to provide feedback on experiences with the new framework to help shape improvements to program delivery, education and enforcement.

• The deadline to provide input is August 1, 2025.
• Feedback from this online survey will be used to inform a staff report to the Planning and Housing Committee on September 25 and Council on October 8, 2025.
